Rachelle, that is sad- it just seems like a race right now across the board for all the impacts we are having on our Planet. I think we have the technology. E.g., LED lighting is way efficient, and saves energy, and the international standards for lighting are all following the recommendations of this group very seriously: http://www.darksky.org/
and my company just lit up a major hotel here in Santa Clara with LED outdoor lighting. It saves them 2/3's of the energy, they won't wear out, and don't have any nasty stuff in them like mercury.
